A +3 piece now matches the next tier's plain piece, as it was always meant to. Adamant +1, +2 and +3 gear had been climbing too far and outdid plain Dhurrite, so its stats come down to meet Dhurrite. A few small pieces at other tiers (gloves, stoles, spaulders, bands) lose a point that had slipped past the next tier.
Whisper scrolls now go on gear of their own tier or any higher tier. A lower-tier scroll gives what it would on gear of its own tier, so you can enchant a new piece right away and swap in a stronger scroll later. Gems already work this way.
