Shopkeepers who craft to order from your own materials now charge a lot more for the work, the same steep rate whatever the tier. It had become far cheaper to hand your bars and hides to a shop than to a player crafter, and that isn't how the trade is meant to work. If you want something made, a crafter will do it for much less.
